What the official warnings say
France's warning (updated 2026-04-30) is the sole do_not item. It names specific areas and risk types: the Marange diamond mine, the northern border with Mozambique, plus nationwide risk categories — political demonstrations (Manifestations), transport safety (Risques liés aux transports), and street crime (Délinquance). The native label is Zones déconseillées sauf raison impérative — "zones not recommended except for essential reasons." That's one tier below France's absolute formellement déconseillée, but it's not a soft caution.

The caution band: five warnings, same core concern
All five caution issuers cite crime as the primary driver. Two — Canada and New Zealand — add civil unrest. New Zealand's advisory explicitly slots Zimbabwe at level 2 of 4 on its scale (updated 2024-11-28). Japan MOFA's nationwide レベル1 rating (updated 2024-12-18) is the lower of the two Japan tiers; it advises monitoring reliable sources and taking sufficient safety measures — standard language for a stable-but-watch-it designation.
The oldest item in this set is Ireland's (updated 2025-10-31), rated "High Degree of Caution." The most recent is Canada's (updated 2026-05-05), which keeps the same "high degree of caution" call. No issuer has changed level recently enough to signal a trend shift either direction based on this snapshot.
