For Moldova outside Transnistria, the common official pattern is heightened caution. Canada cites the impacts of the armed conflict in Ukraine plus the risk of demonstrations and civil unrest. New Zealand cites a volatile security environment and the military conflict in neighboring Ukraine. Ireland, Australia, Italy, and Japan also keep Moldova under elevated caution.
Energy disruption is a practical planning issue, not background noise. The UK advisory says Moldova announced an energy state of emergency on 2024-12-16, linked to the cut-off of gas supplies on 2025-01-01, and warns that managed power blackouts may occur.
