As of 2026-05-15, most official advisories checked for Libya still say to avoid all travel or use an equivalent highest restriction. Tourist travel should be skipped; advisories cite armed clashes, terrorism, kidnapping, arbitrary arrest, fake checkpoints, mines, and limited consular help.

What Is Being Advised

Avoid all travel to Libya for ordinary travel, including tourism. If your trip is not essential, postpone it.

If you are already in Libya, keep movements necessary and locally verified. Check security conditions before moving, follow local authority instructions, avoid demonstrations, monitor official updates, and assume outside consular help may be limited.

Benghazi and Misrata are not general safe exceptions. One official advisory uses a lower restriction for those two cities than for the rest of Libya, and still advises against all but essential travel there.

Why The Advice Is This Severe

Canada's 2026-05-04 advisory names a volatile security situation throughout Libya, unannounced clashes between rival armed groups, political instability, terrorist attack risk, arbitrary arrest, and high crime. New Zealand's 2024-11-29 advisory cites ongoing internal conflict, terrorism, and kidnapping.

Germany's 2026-05-14 advisory tells people already in Libya despite the travel warning to follow authorities, check local security before necessary movements, avoid demonstrations, and register with ELEFAND. The advice applies to already-exposed people and does not create a practical opening for casual travel.

Japan has two Libya notices dated 2025-10-23: one tells travelers not to travel, and another nationwide notice tells travelers to evacuate and not travel. Switzerland's 2025-10-07 advice discourages travel to Libya and stays of any kind.

The United Kingdom's 2026-01-14 advisory advises against all travel to Libya except Benghazi and Misrata, then advises against all but essential travel to Benghazi and Misrata. It also says UK government support is limited in Libya.

Spain names hazards that matter for route planning under its avoid-travel-except-necessity advice: armed groups, fake checkpoints, poor roads, mines, and avoiding night movements. Italy's 2025-08-28 note marks Libya for special caution because of security risks and tells travelers to follow local authority instructions.

France has active Libya security notes checked on 2026-05-14 for tourist travel in Libya and the security situation in Tripoli. Its country page uses red and orange security zones: Zones formellement déconseillées and Zones déconseillées sauf raison impérative.

If You Are Already There

Keep movements necessary, short, and verified locally before departure. The advisories support checking conditions before travel inside Libya, following local authority instructions, avoiding demonstrations, and monitoring official updates.

Plan around limited outside help. Ireland says it has no resident embassy in Libya and that, given the deteriorating security situation, consular assistance is extremely unlikely. The UK says government support is limited in Libya.
