Peru has active official travel advisories as of 2026-05-15: the strongest warnings say to avoid all travel to specific high-risk areas, especially the VRAEM and some remote or border zones; wider Peru remains under heightened caution for crime, strikes, protests, weather, health risks, landmines, and states of emergency.
What Is Being Advised
Avoid all travel to areas placed at the highest warning level, especially the Valley of the Apurímac, Ene and Mantaro Rivers (VRAEM) and surroundings. Official advisories cite terrorism, drug trafficking, associated crime, and limited law enforcement presence there.
Avoid non-essential travel to the Upper Huallaga River Valley and surroundings, and to some border areas with Colombia and Ecuador. The named risks include drug trafficking, robberies, kidnappings, extortion, raids, organized crime, illegal mining, armed groups, landmines, and unmarked minefields.
For the rest of Peru, treat the trip as elevated-risk. Check local instructions before moving between regions, avoid large gatherings and protests, monitor strike and weather updates, and add slack if your itinerary depends on road transport, border crossings, or fixed-date onward travel.
Where exactly this applies
- VRAEM and surroundings: avoid all travel where covered by the strongest official warnings. Italian advisory entries also flag VRAEM-linked places and provinces including Huanta, Tayacaja, La Mar, Huancayo, Satipo, Pichari, and Kimbiri.
- Upper Huallaga River Valley and surroundings: avoid non-essential travel because of domestic terrorism and criminal activity.
- Ecuador border: avoid non-essential travel within 20 km of the border, except where an advisory explicitly excludes the Tumbes border crossing and the Panamerican Highway. The cited risk is landmines and unmarked minefields.
- Colombia border: avoid non-essential travel within 20 km of the border in several advisories. The UK advisory specifies areas within 20 km south of the Putumayo River and the Peru-Colombia border in Loreto, with exceptions including the Amazon River and the triple-border area from Caballococha toward the Brazil-Colombia-Peru border.
- Remote eastern areas: one Swiss advisory warns against tourist and non-urgent travel in remote areas east of Huánuco.
- Named caution areas: Italian advisories flag Lima, Cuzco, Machupicchu, Chan Chan, the Paracas Natural Reserve, the Ica desert area, the Nasca Lines, Amazonas, the Vilcabamba district, and other places for crime, robbery, border risk, dengue, health issues, or general security risk.
- State of emergency regions: one Italian update names Amazonas, Áncash, Apurímac, Ayacucho, Cajamarca, Junín, Lima, Moquegua, Pasco, and San Martín.

What The Warnings Are About
The sharpest official warnings are regional. Among the advisories checked, four include avoid-all-travel or equivalent highest-level language for parts of Peru. Six tell travelers to avoid non-essential travel to specific areas. Twenty-six use heightened-caution language for the wider country or named places.
The VRAEM is the clearest high-risk area. Canada says to avoid all travel to the Valley of the Apurímac, Ene and Mantaro Rivers and surroundings because of terrorism, drug trafficking, associated crime, and limited law enforcement presence. Switzerland also advises against travel to named high-risk areas, and Italy flags several VRAEM-linked provinces and towns for security risk.
Border travel needs extra checking. Canada warns against non-essential travel within 20 km of the Ecuador border, with exceptions for the Tumbes crossing and the Panamerican Highway, because of landmines and unmarked minefields. Canada, New Zealand, and the UK warn about areas near the Colombia border, citing drug traffickers, armed groups, gang-related violence, organized crime, illegal mining, and the Peru-Colombia border zone around the Putumayo River.
Crime warnings reach standard visitor routes. Official entries mention high crime levels, robberies, kidnappings, extortion, raids, sexual assaults, scams around Lima airport, and increased assaults. Italy’s caution entries specifically name Lima, Cuzco, Machupicchu, Chan Chan, Paracas, and other tourist-relevant places for robbery, crime, or security risk.
Disruption risk is active. The UK advisory says a State of Emergency is in place, with increased security patrols and armed forces visible on streets, and tells travelers to avoid large gatherings and protests. Canada’s countrywide caution notice points to social conflicts and strikes that may occur across Peru.
Weather and health notices can still break a route. France has an active update on severe weather and flooding. Italy’s notices mention heavy rain, dengue in Amazonas, and broader health caution. Treat those as itinerary risks, especially for road travel and remote areas, while keeping them separate from avoid-all-travel security zones.
How To Use This For A Trip
If your route includes VRAEM, the Upper Huallaga River Valley, remote areas east of Huánuco, or border areas with Colombia or Ecuador, check the latest official page before booking and be ready to change the route. The advisories are too geographically specific for a simple “Peru is fine” or “Peru is unsafe” read.
For Lima, Cusco, Machu Picchu, Paracas, Nasca, and other common visitor stops, the checked advisories support heightened caution. Monitor protests, strikes, state-of-emergency measures, weather alerts, and robbery reports close to travel dates.
Do not assume older advice has expired because the trip is touristy. The checked dates here are 2026-05-14, and the listed official updates range from 2024-11-29 to 2026-05-08. Some advisories are countrywide caution notices; others are narrow regional warnings. Read the geography before changing the whole trip.
Source Notes
The strongest current traveler-facing level is avoid all travel for specific areas, not for every part of Peru. Governments use different maps, labels, and thresholds: Canada names the VRAEM, Upper Huallaga, and border zones; the UK gives a detailed Colombia-border scope; Italy lists many named caution areas; France uses color-coded security zones and current updates; Japan uses its level system across listed areas.
Native labels include “Avoid all travel,” “FCDO advises against all but essential travel,” “Exercise a high degree of caution,” “Zones formellement déconseillées,” “レベル3:渡航は止めてください,” and “Von Reisen in diese Gebiete wird abgeraten.” For trip planning, translate the label into the action: avoid all travel, avoid non-essential travel, or use heightened caution.
