What Is Being Advised
Avoid all travel to the highest-risk areas named in official advisories: western and central Mindanao, the Sulu Archipelago, and nearby sea areas. Several advisories also say to avoid non-essential travel to other Mindanao provinces, with exceptions that vary by government.
For Manila, Luzon, the Visayas, and other areas under heightened caution, check the newest official advisory before booking or moving. Current notices mention crime, terrorism, kidnapping, demonstrations in Metro Manila and elsewhere, transport disruption, fuel availability issues, dengue, and volcanic activity at Mount Kanlaon in the Visayas and Mount Mayon in Luzon.
If your route includes Mindanao, check the province. A hostel listing, flight search, or map pin that says “Philippines” leaves the exact risk zone unclear.

Why Mindanao Gets Stricter Advice
The strictest warnings cluster around Mindanao and the Sulu Archipelago. Canada’s 2026-05-04 advisory says to avoid all travel to multiple western Mindanao provinces because of terrorism, kidnapping, high crime, and violent clashes between security forces and rebel groups. The UK’s 2026-04-01 advisory gives the same practical instruction for western and central Mindanao and the Sulu Archipelago, citing terrorist activity and clashes between the military and insurgent groups.
Germany’s 2026-05-14 update warns against travel to the Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, BARMM, Soccsksargen, the Sulu Archipelago, and adjacent sea areas. It also says German emergency assistance is very limited in those areas, so consular help may be slow or unavailable if something goes wrong.
Several governments split Mindanao into stricter and lower-restriction zones. Canada says to avoid non-essential travel to central and eastern Mindanao provinces including Agusan del Norte, Agusan del Sur, Bukidnon, Davao de Oro, Davao del Norte, Davao Occidental, Davao Oriental, Misamis Oriental, and Surigao del Sur. The UK excludes Camiguin, Dinagat, and Siargao from its broader “all but essential travel” advice for the remainder of Mindanao.
Current Disruptions And Local Risks
The UK advisory checked on 2026-05-14 has a specific demonstrations warning for Metro Manila and elsewhere in the Philippines. It advises avoiding demonstrations and large gatherings, following local authorities, monitoring local media, and allowing extra time for journeys.
Transport and fuel appear in current notices. Italy’s Viaggiare Sicuri posted May 2026 updates on security and fuel availability. France’s 2026-03-31 “Situation energetique et transports” notice calls for vigilance. The UK also warns that Middle East escalation may affect flights through airspace closures, delays, and cancellations, including when the traveler’s destination is outside the Middle East.
Volcanic activity is in the current official notes. France has active 2026-03-31 notices for Mount Kanlaon in the Visayas and Mount Mayon in Luzon. Italy also marks Albay and Bicol for above-baseline caution; Mayon is in Albay.
Italy’s 2026-03-23 Philippines entry includes dengue under health caution. Add it to pre-trip checks for rural or island travel where medical access may be slower.
How To Use This For A Trip
If your plan touches western or central Mindanao, the Sulu Archipelago, or nearby sea areas, skip or reroute unless your own government’s newest advisory clearly places your exact destination outside the avoid-all-travel zone.
If your plan touches other parts of Mindanao, check the exact province against current official pages before booking. Davao City, Camiguin, Dinagat, and Siargao appear as exceptions in some advisories. Exceptions are issuer-specific and can change.
For Manila, Luzon, the Visayas, and other heightened-caution areas, monitor official updates, avoid demonstrations, leave time for transport disruption, and check volcano or weather-related local instructions where relevant.

As of checks on 2026-05-14, seven issuing governments had avoid-all-travel or equivalent highest-level restrictions for parts of the Philippines. Other advisories used avoid-non-essential-travel or heightened-caution language for wider areas.
