uganda Uganda v.2026-05-15

South Sudan border banditry and rebel cross-border attacks, DRC-border military operations, and Karamoja inter-communal violence can derail overland routes.

Five official advisories tell travelers to avoid all travel to parts of Uganda as of 2026-05-15. The strictest advice concentrates on border areas near South Sudan and the Democratic Republic of Congo; broader Uganda advice remains heightened caution because of terrorism, crime, civil unrest, banditry, inter-communal violence, armed groups, clashes, and border restrictions.

What Is Being Advised

Avoid all travel to the highest-risk areas named in current official advisories, especially areas near the South Sudan border and parts of the DRC border area. Avoid non-essential travel to Karamoja and named border zones unless the trip is essential and you have current local security information.

Before booking overland routes, check the latest official advisory for the exact region, add slack for route changes, and follow local authority instructions while in-country. Some advisories exempt national park visits in restricted regions when travelers use a reputable guide and well-travelled roads; treat that as a route-specific exception, not permission for nearby border travel.

Where exactly this applies
  • Areas within 50 km of the South Sudan border are under avoid-all-travel advice because of banditry and cross-border attacks by rebel groups.
  • Karamoja Province / the Karamoja region in north-eastern Uganda is under avoid-non-essential-travel or heightened-caution advice because of inter-communal violence, banditry, inter-tribal violence, and wider security risks.
  • Areas within 50 km of the Democratic Republic of Congo border are under avoid-non-essential-travel advice from one advisory because of joint military operations; Switzerland advises against travel to DRC border areas.
  • France Diplomatie names the DRC border area, the South Sudan border area, Semuliki National Park, the north-east / Karamoja, and Kampala across its security zones.
  • Italy's Viaggiare Sicuri flags the DRC border zone, Karamoja, the South Sudan border zone, and the Rwanda border for above-baseline caution.

Where The Strictest Advice Clusters

Global Affairs Canada, updated 2026-05-12 and checked 2026-05-14, says to avoid all travel within 50 km of the South Sudan border because of banditry and cross-border rebel attacks. The same page says to avoid non-essential travel to Karamoja Province because of inter-communal violence and banditry, and to areas within 50 km of the DRC border because of joint military operations.

Switzerland's FDFA update from 2026-02-12 advises against travel to border areas with the Democratic Republic of Congo. France's 2026-05-10 Uganda page places the DRC border area, the South Sudan border area, Semuliki National Park, north-eastern Karamoja, and Kampala into elevated security zones, including its strongest "Zone formellement déconseillée" label for at least part of the map.

New Zealand's SafeTravel page, updated 2024-11-29 and checked 2026-05-14, gives Uganda a country-level increased-caution setting because of terrorism, crime, and potential civil unrest. It also uses its strongest level for some areas and tells travelers to avoid non-essential travel to Karamoja because of banditry and inter-tribal violence.

Italy's Viaggiare Sicuri, updated 2026-04-07, marks Uganda as requiring particular caution and names the DRC border zone, Karamoja, the South Sudan border zone, and the Rwanda border. Its reasons include armed groups, clashes, border risk, and border restrictions.

Country-Level Caution

Several advisories apply heightened caution to Uganda beyond the named border zones. Canada cites terrorism and a high crime rate. Australia's Smartraveller destination index lists Uganda at "Exercise a high degree of caution" after a 2026-03-02 update. Ireland rates Uganda as "High Degree of Caution" after a 2026-02-25 update.

Japan's Ministry of Foreign Affairs keeps multiple Uganda areas under Level 1, Level 2, and Level 3 notices, updated 2025-08-18 and checked 2026-05-14. The strongest Japanese label tells travelers to stop travel to the listed area; the softer labels tell travelers to avoid non-essential travel or use sufficient caution while monitoring reliable information.

Trip Decision

If your plan depends on overland movement near South Sudan, the DRC border, Karamoja, Semuliki National Park, or other named border zones, check the exact current advisory before paying for transport or accommodation. The official inputs support avoiding, postponing, or rerouting trips through those places; they do not support treating every Uganda itinerary as equally exposed.

For a Kampala-only or national-park-focused itinerary, the source material still supports heightened caution. Canada and New Zealand mention national park exceptions in some restricted regions when travelers are accompanied by a reputable guide and use well-travelled roads, but the exception depends on the park, guide, and route.

If you are already in Uganda, monitor official pages and local instructions instead of treating a saved itinerary as fixed. Route exposure depends on border distance, guide quality, road choice, and whether the area is affected by military operations, banditry, clashes, or restrictions at the time you move.

Native government labels differ by country, so the traveler-facing advice above uses plain actions: avoid all travel, avoid non-essential travel, or use heightened caution. The strictest current advice applies to specific areas, not to every square kilometre of Uganda in the same way.
