The airport-bus stops are on the arrivals level between Terminals 2A and 2B, so after baggage claim follow Terminal 2 arrivals signs toward the forecourt, then use the official airport bus stop area rather than a random curb offer. Budapest Airport confirms both 100E and 200E board there on its public-transport-by-bus page, and its terminal maps are the best check for door-to-stop geometry after you land.
The easy route is 100E Airport Express. Walking from BUD into central Budapest is not a reasonable default.
